my have brother have scored 450 belongs to EWS category general will he get govt college in tamilnadu, kerala , Andrapradesh or karnataka in any one of these state college in AIQ round 2

At first congratulations and best wishes for your result  . I am afraid to say with this marks your chances to get government colleges are almost negative through All India counselling for 15% seats  even in Tamilnadu Kerala Karnataka ryc. You can still try in state counselling  for remaining 85% seats . Different state counselling cut offs vary from each other.
For different states it depend upon availability of colleges, student number etc various things . You have not mentioned your state . You must mention that for us to answer precisely. You must go for your respective state's counselling. Though chances for you are tough for you in there also for government colleges. However you can get easily many private medical colleges.

At this low marks it is very tough to get you government college through AIQ in any round in your category too. You should try in state quota but there also you will have no chances at this low score in the state which you have mentioned. First round AIQ CUT OFF RANKS  in EWS category in NEET 2020 is Air 12325 and your rank would be almost more than 1 lakh so you will not get a government seat. It will increase maxm 2-3k more than first round then also you will not get.
