My Icar rank is 60000 can I get any govt. college

With this rank it will be very difficult for you to get a good government college if you are from general category. If you wish to get a good college then you should have a rank of 20000. If you are from other categories then you may get a good college at a lower rank in the ICAR exam. Hope this helps
