my ipe marks r 529/600 i think my ts eamcet marks will be 45-50 i belong to sc female and my parents income is below 2lakh pa which rank do i get & will i get free seat in top 10 clgs im interested in EEE OR ECE...or do i need to pay fee to get seat for which clgs do i get seat plz list the clgs..

It is not possible to indicate the exact rank because rank depends on number of candidates appeared, top score, normalized marks, category etc. SO we cannot predict the exact rank however, estimated rank will be around 50,000. This is subjected to change depending on above mentioned factors.
Candidates belonging to SC category with family's annual income less than 2 lakhs will get full fee reimbursement. So this means that your tuition fee will be reimbursed you need not to pay the tuition fee but you have bear other expenses such as hostel fee, transport fee, library fee, miscellaneous fee etc. Considering the estimated rank based on 2019 you have chances of getting seat in BVRIT Narsapur and CVR college of Engineering in ECE and EEE.
