Assuming that you are asking about the third round of counselling, which happens to be the sliding round, then you can get admission in that round which will actually result in the upgradation of your seat, provided :-

• you have been allocated a seat before the sliding round and have paid the part academic fee of rupees 40000, and
• you did not withdraw your seat.

The sliding round will take place based on the preferences that have been already entered by the candidate in the previous rounds of counselling.

If you are waiting for the spot round then you can go ahead with it but there is no guarantee that you might be able to get your desired college as many seats will get filled in the sliding round itself due to upgradation.

See you have not mentioned the requisite about which IPU CET exam you are talking about like BBA, BAJMC etc. It is impossible for me to comment on you situation. Still your rank is a bit high for top colleges if you don't have any type of Quota involved. If you don't get the desired result after sliding round you can try in the spot round as well.
