Your rank is good enough to get you Electrical branch in any new IIITs barring some like Patna, As you have asked for IITs in a  particular order, It would have been easy if you had mentioned what are your parameters for declaring a college better.

• IIT Jammu
• IIT Goa
• IIT Bhilai
• IIT Mandi
• IIT Dharwad
• IIT Palakkad and
• IIT Tirupati

are the IITs you will be getting with your rank (this is only electrical engineering branch and I haven't checked EEE or instrumentation engineering).  I would refrain myself from ranking them according to me all these started in 2015 or 2016 and thus ranking them does not matter much. I can only tell you IIT JAMMU will be a better choice than others. Also you should know IIT Goa is mentored by IIT Bombay and thus has a better academic planning.

I would suggest you to check INDIVIDUAL ELECTRICAL DEPARTMENT of each IITs to judge because in every other aspects they are more or less same.
