You can apply at IPU.

Since the admissions will be on the basis of JEE Main Paper 1 scores / ranks, the IPU CET 2019 cutoff will be the minimum JEE Main scores that get a chance at seat allotment in the participating institutes and their B.Tech courses.

You need to wait for few rounds of counselling .As there is no previous data of cut off ,so exactly nothing can be predicted.
