Hey Anmol, don't worry you can surely get admission in b.tech for ME branch. Although at this rank, getting IIT or NIT is not easy if you are in General quota, but you can surely get private colleges. Deenbandhu Chhotu Ram University of Science and Technology, Murthal has reservation for hayana and SC, so for SC quota it is possible at this rank. I couldn't really find colleges as per your specifications, I would suggest that individually apply in few colleges that might have some NRI quota or would take you under waiting list.

No anmol, as mentioned in the last comment there are only few chances that too if you have SC category. For other quota ypur rank is less to get into this college
