my jee main rank is 70000 and obc rank is 19000 will i receive admission in any nit with cse branch ?? calicut or goa or pondicherry is best

Congratulation with OBC category you will most probably get all the streams under engineering in NIT GOA, but not in calicut.
You should definitely try other NITs in your region
Please refer the link below , it will give you the cutoffs of previous 2 years so that you can have idea about the same.

a guy with 86 got afdmission in nit calicut how did he receive it ????????????

according to previous year cutoff and your obc category you wont get calicut , and he might be of ST category As only in that case he can get NIT calicut

Yes you can get but i think you will get in northern India like asam sikkim manipur etc.
