The conducting authorities of JOSAA counseling take in consideration the general rank for all the categories, and not category rank so it would be difficult to give you the name of a particular college. For eg., If your general rank is 10000 and category rank sc is 3000 then in the cut off list your general will be shown in SC that is 10000 and not 3000.

As per your rank. If it's 1685 then you have good chance but if 16851 then chances are not that great you can try for GFTIs for sure. You might end up getting one in later Counselling. But chances of NITs and IIITs are very low.

Your rank is fine and you do hold good chances to seek admission in the lower bodies of NIT and IIITs as well. Just focus on good counseling procedure so that you should get your desired college or best college as per your rank. One think you should keep in your mind at the time of counselling is that all your dream college and their ranking must be known to you along with cutoff so that you would apply to that only in which you have chance to get in.
