You can get North-East NITs if you have a Home State Quota there. Else, you have absolutely very low chance to get a seat in any other NITs even under the Home State Quota and SC Category. Well, still you can try for Northeast NITs under Other state quota.

First of all Congratulating you on your nice performance and I would like to tell you that based on your rank in general category and considering the fact that you belong to SC category it is very difficult for you to get a seat in government college like nits so if you were to take my opinion then I would suggest you to keep another backup if you couldn't get admission through csab.

To get a seat in CSAB counselling, the first point is to be JEE Main qualified. To be JEE Main qualified one has to clear the required cutoff as per his/her category. For SC the cutoff was 54.01 percentile. Now at yout SC rank of 17.4K you might be able to get a seat in the NITs but in exactly which particular NIT will you get that is hard to say. So better attend the 2nd round counselling for CSAB and see which colleges and branches are you getting.
