As you have secured 300098 rank in JEE mains this year then sorry, there is no chance that you can get good branches of HBTI Kanpur.
But as you have secured SC category rank of 20190, then you can get HBTI Kanpur from sc category.
Here are the last year 2019 cut off closing ranks for Round 4 counselling of HBTI Kanpur for SC category students on basis of their general category ranks :-
So, with this 300098 CRL rank you can get plastic technology and leather technology.
So yes, you can get hbti Kanpur but only with your sc category.
