As per your rank I didn't think that you can get engineering in pec Chandigarh but if the level of competition gone low then you have a chance because pec release 5-7 cutoffs, wait for last cut off.

With this rank it will be difficult for you to get admission in PEC Chandigarh. Although you can still try for other colleges like VIT and SRM. You can also go for DTU, NSIT and IIITD where you might have a better chance of getting admission as you are from Delhi. Also try for other GFTIin special round. Hope this helps.
