my jee mains rank is 17028, i am obc outside delhi , can i get ECE in JAC councilling

First of all let me make you clear that if the rank you have mentioned is your CRL rank then it is ok but if it is your category rank then you cannot get any of the college in JAC counselling process. Considering it as you CRL rank.

According to the rank and category you have mentioned in the question you have good chances of getting only Indira Gandhi Delhi Technical University for Women as per previous year's cut-off with ECE branch.
