Hello Aspirant,
First of all let me make you clear that if the rank you have mentioned is your CRL rank then it is ok but if it is your category rank then you cannot get any of the college in JAC counselling process. Considering it as you CRL rank.
According to the rank and category you have mentioned in the question you have good chances of getting only Indira Gandhi Delhi Technical University for Women as per previous year's cut-off with ECE branch. As cut-offs for this year is not declared yet so we can guide you on the basis of previous year's cut-offs which are given below :-
ECE - 46092 (closing rank for 2019 for OBC category aspirant of outside Delhi)
For complete details about previous year's cut-offs refer the link given below :-

Note that the above prediction is made on the basis of previous year's cut-off and the cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
However I would recommend you to use JEE-Main College Predictor to predict the chances of your admission in different colleges based upon your percentile and category :-

I hope this information helps you.
