my jee mains rank is 46000 for sc category. which IIIT college is better for my rank in south states.

Congratulations for your rank.
Your rank is quite low as IIIT colleges are in very much demand but as you mentioned that you belongs to sc category so it might be beneficial to you but than also IIITs in Southern States such as IIIT Hyderabad, IIIT Kanchipuram etc. These are universities that require higher marks in general. So I would suggest you to look at other options as well for backup plan.
