my jee paper-2 crl rank-5403 and obl-ncl rank-1578 but my boards percentage is 67.Can i get a seat in any of the SPA's?

You will not get any SPA with this rank. The cutoff for SPA varies from 100-3000 last year.

As per your rank and previous year cutoff, the colleges you get in b.arch are:-
