my jee percentile is 89.880451 in general Category and CRL rank is 109003. can get seat in jissa counselling?

Honestly speaking , No.

But you have slim chances if you have quota of SC/ST/NCL.

Or If you belong to a North Eastern State (homestate quota).

Simply visit College Pravesh and check for the GFTIs last year's cutoffs.

If you're a Delhite try NSUT/ DTU  for lower/ new branches as this year they've increased their campuses and seats via JAC Delhi counselling.

Try IP also for the top 4 colleges only.

PS: You being a girl can also apply for IGDTUW via JAC Delhi Counselling.

I am sure you'll get upto mechanical in the SPOT round(for other state, if you have delhi homestate quota, then you might get better branches)

Yes of course you cant seat in JOSAA counselling but not in good institutions. Because according to the category and rank you have mentioned in the question you cannot get any of the top NITs but yes you can get some of the moderate NITs like NIT Goa, NIT Hamirpur, NIT Meghalaya and likewise provided that you deserves Home state quota for them as per previous year's cut-offs. But yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.

Note that the cut-offs are bound to change every year depending upon various factors.
