my kcet rank is 10968 can I get seat in uvce or bit for CS branch in 3rd round of counselling

Since you haven't told about if you have some category reservation or not so ia am assuming you are a general category candidate so according to your rank you have no chance in UVCE till the last round because last year (2019) the last candidate got seat has rank in the range of 2300(general) in CSE.
