My keam rank is 14557 and I have 94.6%in plus two. Do I have any chance to get admission in RSTE..?Atleast in the community qutoa?

Yes, surely you can get admission in Rajagiri college, but not in the first allotment itself. Also, make it a point to register at the college website for management seat. Anyways, it is assured you will get a seat in Rajagiri college at the end of the admission process, as you have high mark and rank.
But i suggest you to think little ahead, and choose Model Engineering College thrikkakara, as it is much better than Rajagiri college in all terms. At MEC, state merit seats pay a tuition fee of 35,000, Management seats pay 65,000. But in Rajagiri, whichever seat you are, you pay 85,000. Hence, choose wisely and choose MEC, which you can easily get as you have a high rank. I had the same rank as you last year, and I chose MEC over Rajagiri. Do the same.
