My keam rank is 27991. Will I get admission to College of engineering chengannur? Last year cutt off is 29863.

As per your data if the previous year cut-off was 29863, then the cut-off for this year is expected to remain almost the same. With a 27991 rank, there is more than 90% chances that you will get the course but that can't be confirmed until the results are declared.\
It is very very rare, to see cutoff ranks decrease...
