My kiitee rank 2019 is 14072 and my ST women rank is 23. Can i get CS branch?

dear aspirant,
you can't get CS if you are dependent on your general rank. But your ST rank may help you to get your a branch. although every year this changes but we suppose you are going to get the required branch. if you want you can appear for the counselling.
