my last semester exam sem6 had been conducted but my result is not out yet i haven't received my degree ..so can i fill the jnuee entrance exam for form for msc biotechnology??

Yes, you can apply for JNUEE and if you will be able to clear entrance exam of JNU but your final year result is waiting then you can ask for extension duration during admission process.
