my lil brother has got 485 in neet can he get a government medical college in chattisgarh, in obc category

Getting a score of 485 is not bad specially when talking about neet. Your brother definitely has a chance to get set a seat in government college in MBBS but nothing can be assured as the cut off level might raise this year. But don't worry , there are chances of him getting admission.
