For all india quota it will not matter whether you are from adissa or karnataka

Sorry to say u don't understand my question.my question odisa my home town and want to study in karnataka.so if I fail to get admission in Karnataka then there have to be another option so I am saying during neet counciling can I fill the choice for both Karnataka (  under all India quata)and odisha (under state quata)so if any cause I don't get seat in Karnataka then definitely get seat in odisha okkk answer ......
