Hi there!
Your best of 4 subjects will exclude Fine Arts, and the best of four percentage of yours is 84.5%. In Unreserved Category, it's very tough to get admission at this percentage in B.Com. as it is a very demanding course and it's cutoffs remain high till the 8th or 9th cutoffs. So you've to wait till the 6th cutoff as per past trends.
After that you may get in some south campus colleges or off campus colleges.
The colleges you may look after 6th cutoff are Lakshmibai College (W), Deshbandhu College etc.
One more thing I want to add is, many of the colleges have made it compulsory to have Mathematics for B.Com Hons. So you can only get a B.Com Programme.

Is it compulsory to take English in my best four subjects because by excluding english my % comes 92% .

Yes, one Language is compulsory in best of four percentage.
If you want to add Fine Arts you've to face some deduction in percentage.
Rather I'm not confirm about that you can add Fine Arts or not.
The info. you can get on DU website. About deduction of optional subjects.
But English is compulsory.
