Hello aspirant,
Hope you are doing well. It is difficult for you to get government seat for mbbs in 423 marks in all India quota as well as in 85% state quota in state. For getting government mbbs seat you need to score around 570 in state quota and 600+ in all India quota for general category. This cutoff marks is in accordance with the last year cutoff. As you know the number of students appeared in the exam is high so the cutoff for state is going to remain high for mbbs seat.
Since you didn't mention the name of your state therefore it is difficult to predict college for you.
Although getting government seat for mbbs depends upon various factors like number of students appeared in the exam, category, region, state, state rank, AIQ rank,etc.

For qualifying in NEET, students must have to score minimum of 50 percentile for UR and 40 percentile for SC/ST/OBC category. And to get admission in the Good Private Medical college you must score at least 350 marks in NEET UG.

Hello aspirant,

See as per your Marks-423 it is difficult to get a Government Medical Seat even if you have a state quota and another quota if applicable. You should have maintained a score above 550 to be on the safer side. You cannot get into any medical college with this mark.

No even if you have a quota then also your chances of getting a government Medical college are nearly zero , however you can try for affordable private medical colleges via Management Quota , for more information on private medical colleges  refer this link below
