It's quite difficult to predict that whether you will get seat or not in a government medical college as cut off keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then ,
in neet 2019, 577 marks for general category was the lowest marks that got an mbbs seat in Government Medical College under Bihar state quota and it was for Government Medical College, Bettiah

So,
With 590 marks, you may get a seat in government medical college but to be on the safer side you should target at least around 30-50 marks more in NEET 2021 in comparison of neet 2019 i. e around 600-625 marks , as cut off marks keep changing every year .

limited time is left for neet 2021 , so you should be focusing on your preparation,
practising chapterwise questions
then revising the chapters,
solve at least previous 10 year neet question papers as concept behind the question often gets repeated in the examination so it will be of great help in your preparation ,
