     Yeh!  You are surely eligible to apply for admission.

      Based on your 12th board mark scored for physics, chemistry, mathematics should be above 75%.

      60% seats available for the candidate's those who get very good marks in hpcet exam. 

      So you can try for this. 

Cutoff for B.Tech admission through Hpcet 2019 is 20% for General Category  and 15% in Reserved category. This means that you need atleast 20% of 300 (total marks in hpcet) which is 60.So 51.3 is not enough for you to qualify in the exam.You may not participate in the B.Tech admission this time.
