Hey !
Your chances only depends upon the fall of marks in the second round of counselling. And fall of marks cannot be easily predicted as it depends on the number of seats left vacant after first round of counselling. But since your mark difference is 19 , and a fall of 19 marks is rarely seen , it can only happen when most of the seats are left vacant , which is an unlikely case in this heavy competitoned world . So ,your chances for government MBBS college seem very less in the second round of counselling.
Also , it would be better if you have mentioned your state as well.
