Hey,

Nothing fixed can be said until NEET 2021 results come out. Cut offs and ranks are subject to change every year depending on the difficulty level of the paper, the number of seats available and the performance of the students.

Having said that, based on previous year data with 582 marks you may get a rank between 30391-36057. You can also predict your rank using NEET Rank Predictor

Last year the cut off of government medical colleges in Uttar Pradesh under EWS category through state quota was a rank of 16979. In 2020, this corresponded to 606 marks while in 2019 this corresponded to marks between 570-561. So based on this you may or may not get government colleges in Uttar Pradesh.
