My native place is Bihar, can I get admission to engineering at Jharkhand state college

i think there may be some problem, because Jharkhand Residential is required as eligibility.
Nationality To be eligible, candidates need to be an Indian citizen Candidates also need to fulfil the local/ permanent resident criteria of Jharkhand state, since JEECE is a state level entrance exam. Residential Criteria Candidates applying for JEECE 2019 should be a local or permanent resident of Jharkhand. To prove the same, they will be required to produce their resident proof in the format given at the time of counselling issued by Sub-Divisional Officer (Civil) or Dy. Commissioner of Jharkhand State.

Yeah definitely you can able to get the seat in the Jharkhand state engineering college based upon your respective score in their individual entrance exam or via on the basis of your JEE mains score. There is not any boundation for that in any of the students of any state.
