Your chances of getting a govt college is low. It depends on the state and its cutoff. You can try in spot counselling. But you will surely get private medical college.

Yes you are eligible but being eligible does not mean you will surely get a seat in govt medical college
Based upon your score in NEET 2018, and the previous year cutoff, chances are less for admission to Government Medical Colleges under All India Quota and state quota.
