Hey,
Domicile refers to the place where you have permanent home and from where you have completed your 12th. In case,you are eligible for 85 percent state Quota in both Uttar Pradesh and Delhi and it depends upon the officials checking your documents during counselling whether you get admission or not.
For Gujrat,your chances are low under All India Quota and for State Quota you need domicile of Gujarat.

As your score is a little bit low as compared to the highest score. There are fewer chances of getting a government college in All India 15% quota seats. And to get admission in Gujarat medical college, you need domicile as proof. But you can try in UP state list but the chances are really low.
