Sorry to inform you but there is no chance that you can get any government college for marks below 500. Even for the OBC-NCL, you must have had to score above 500 marks to get into any government college. Moreover, in many stated OBC quota will not be any effective and the rank remains almost same for both CRL and OBC. It is better that you should prepare again and try to get a score of at least 500+ otherwise, you won't be able to get into any government college with OBC quota.

You have very low marks in NEET 2019. Let me tell you that though you have the benefit of reservation being to OBC category, yet you won't be able to get a seat in All India Quota or in any State Quota.
For clear cutoffs, please mention your domicile. I would better suggest you to try in private colleges or come back hard next year!
