my neet marks are 527 and rank is 65148.which is better for me-applying for all india quota or directly to state quota.....I prefer to apply AIQ counselling only if I have chances in all india quota

Since you have not mentioned your category so considering it as general.
So on such marks and category you have no chances for any government medical college under AIQ counselling except for KIMS Karnataka but yes you can go for state quota because you have some chances of getting state government colleges on such marks under state quota according to previous year's cut-off.
