My neet pg 2019 rank in obc category is 23000. Can i get a clinical dnb seat?

With your rank it is very much possible for you to get into MD and DNB in both O&G or Optha because the cutoff rank for the most prominent colleges in India from past 2 years is 59934.
As you got less rank than that, you can easily get into the first round counselling of all of the colleges
