Every year the cutoff changes depending upon the number of candidates appearing for the examination,the difficulty level of the question paper and the reservation category of the candidates.
However,your score is too low for you to get a government Medical seat. In fact,you have less chances in Private Medical colleges as well.

Unfortunately it is a doubt that you would clear the cutoff for NEET 2019. It will be very difficult for you to get a seat in either a private or government medical college in both quotas. Instead of searching a medical seat with this mark, you could spend an extra year on you NEET preparation and get a government medical college seat the next year with good marks. All the Best!
No with 184 score you will not get any government mbbs or bds seat in all India Seats quota or State quota.Cutoffs are around 470-480 to get MBBS.But you can get a seat in a private medical college by the normal process of counselling. Choose wisely in your preference list of colleges and observe the previous year trends of cutoffs and ranks for admission in private colleges.
