My new main paper-2(b arch) rank 2019 is gen-4157 and obc-1211.I am female . Can IIget seat in SPA VIJAYAWADA?

There is very less chance of getting SPA Vijaywada with this rank. The cutoff goes from 1000-2000 for SPA last year.
As per your rank and previous year cutoff, the colleges you get in b.arch are:-
Gateway college of architecture and design,Sonepat
SUPVA Rohtak
IIT Kharagpur
IIT Roorkee
With assumption that you get a similar rank in JEE Advanced 2019.
