You are only eligible for the Gujrat state quota in state counselling if you are a domicile of that state. However, you are able to participate in admissions counselling for any state in India.
As it may be regarded as your caste certificate in Gujarat based on your caste certificate and OBC certificate, you get the benefit of being able to utilize it.

You will be eligible for obc quota from Gujarat.
The candidates get the obc quota from the state to which they belong .
Neet reservation criteria consists of seats reserved for EWS, SC, ST and OBC category candidates.
There are 85% state quota seats and 15 % All India seats. All India seats are given regardless of dom8cile .
As per government rules there are 27 % seats reserved for obc quota . 20% seats are reserved for EWS , 7.5 % seats for ST , 15 seats for SC are reserved in state medical colleges and central universities.
For general category candidate there are no reservation of seats .
