Haryana govt issued OBC certificate, is it valid in Delhi govt's vacancy/job.

If you have an Other Backward Classes(OBC) certificate, even if it is issued by state government only, then also, it is valid for applying for Delhi University Admissions. On the other hand, if you have a SEBC certificate than you can't use it while applying for Delhi University Admissions as DU is a national university.
