my OBC rank is 62000 and 82 percentile in jee Mains can I get iiit bhubneshwar with home state OBC candidate?

According to the category and rank you have mentioned in the question you have some chances of getting in to IIIT Bhubaneshwar as per previous year's cut-off (this is because you deserves Home state quota for it otherwise on this rank it is quite difficult to get IIIT Bhubaneshwar).
