If you have passed from any institute or school from UP and you don't have domicile of UP then you are eligible for UPSEE However, such candidates will be considered for admission to only 20% of the sanctioned seats available in private institutions affiliated to Abdul Kalam Technical University (AKTU). Other than this, such candidates will not be offered reservation benefits. You can check more details here

For a candidate to be eligible to take UPSEE examination he/she:
1. should be an person of Indian nationality/NRI/PIO or foreign national all are eligible.
2.there is no age limit for this exam
3.they must have passed qualifying exam from UP or should have domicile of UP in that case they have to show the domicile certificate of the parents too.
4.if a candidate is not having domicile of UP then also he /she is eligible for appearing but he /she would be considered for admission only to 20% of sanctioned seats available in private institute's affiliated to Abdul Kalam Technical University(AKTU).
5.they must have passed 10+2 or equivalent from UP board
If you fulfil the Norms them only you are eligible to take the examination.
