It is highly unlikely you'll get an admission as according to the 2017 cutoff CSE had a cutoff of 19863 for Students outside Punjab(GENO) and 40895 for students of Punjab(GENP) in the first round I.

The final round had a cutoff off 42872 for Non-Punjab students and 77774 for Punjab Students.

As your rank is very far from the required rank, it isn't possible to get admitted in this particular course.
