I am sorry to inform you that with 89 percentile marks in mains your chances for securing a seat in any of the government colleges are very less. Even with the OBC category, you can most certainly forget about getting established NITs, IIITs or even GFTIs like BIT Mesra. I would still advise you to check for the newest of the IIITs which are in the northeast and don't have permanent campuses like Kottayam, Una, Nagpur, Meghalaya, Tripura, etc . You might get a seat in special rounds of CSAB in the newer IIITs if you get lucky. You also have a fair chance in some GFTIs which you might also want to look. I would also suggest you to keep looking for other private colleges or state government colleges and don't just hang all your hopes with special rounds only.
