my question is regarding fee is it compulsurry to pay the 1st. semister fee in only one instalment

If the college you are taking admission in have the policy then you have to pay it in one time. Now as you haven't provided the name of the college then its hard to say. I would recommend you to contact the admission cell of the college and get your confusion discussed. If there are any other ways the officials will guide you out.
