My rank in cee assam 2019 is 2162. And i am from general category. Will i be able to get any govt college ?

Assam CEE cutoff is generally. Higher.
Since your rank is around 2000 you will definitely will not be able to get admission in top college under CEE.
There is very less chance to get a govt college since you are an general candidate and your rank is low.
But try once for the counseling process.
You might get admitted in some college of Guwahati University
