MY RANK IN DELHI CET 2019 IS 3970 . PLEASE LET ME KNOW WHETHER I WILL GET A GOVT COLLEGE (prefered BRANCH:- MECHANICAL / COMPUTER )?

Hey Avanish,
You can get a government college in the counselling of Delhi CET 2019 with rank of 3970, but it is not possible to get your preferred branches with this rank in a government college. However, there are some possibilities ( very less ) that you might get a seat in these preferred branches but only in the later rounds of counselling.
