my rank in jee mains is 15554 and i am outside delhi region student. can i get ece in iiit delhi.

You have not mentioned your category assuming that you belong to general category, in 2019 a candidate with CRL 32385 secured seat in IIIT-D in Electronics and Communication Engineering in round 4 under general category (outside Delhi Region). Considering this you have decent chances of getting in IIIT-D in to ECE. However, cut off is subjected to change, it may increase or decrease slightly depending on number of candidates applied, difficulty of exam and number of seats available.

Based upon the rank that you have scored it will difficult for you to get admission in IIIT Delhi for students outside Delhi(without bonus) for general category. However if you are from reserved category( SC/ST, OBC) you have better chances.
Regarding the without bonus thing, it is basically for those students who do not have any scholarship, have not own any of the specified olympiads mentioned in IIIT Delhi' s website, Inspire program, National Science fair, etc.)
If you are a student from with bonus category and are general, then you have chances for admission .
Would suggest you to check the various bonus points criteria from the official website of IIIT Delhi.
