My rank in KIITEE is 4835. SO CAN I get CSE in this college and if possible, then how is the college overall on ranking and should I apply?

With the previous year trends, you need a rank somewhwere around 5000 to get CSE in KIIT. That means you have a high chance of getting CSE in KIIT with a rank of 4835. KIIT is a good private college. You'll have lots of facilities and opportunities there. Anyway, you'll have to study for yourselves. Don't expect every teacher to teach you. It'll be same in every college. There are better options like VIT, but with that, one cannot say KIIT is not good. You can also get a good placement from there, if you're worth it.
