my rank is 21075 can i get IT in top 10 Colleges according to ews

Since you have not mentioned which exam is the rank from which you got this, We will take it to be from JEE mains. The top ranked colleges from JEE Mains are :

With this rank, it is a bit tough to get into these universities into the branch of IT. Since it is a high demand course, it will make it all the more tougher. But however, since you have mentioned that m you belong to EWS category, the chances are significantly higher.
